The purpose of this blog, while an area to vent, is also to see if there are enough adversly affected to begin a class action suit, and to let congress know the outcome of the initiative for many of this country's Veterans' nurses.
I will post my story after this initial post, and hopefully there are others that can share some stories about the way the VA has treated them, and what the outcome has been.

I reluctantly accepted NNEI funds while employed by the VA and realized why I was reluctant when I became ill with 11 months of indentured servitude to go and was unable to get released. As a result I am paying back $4000 more than they gave me with not a hope of paying it off. Mary Raymer is one of the hardest people I have ever dealt with in my life. I thought loan sharking was illegal but the NNEI program has it down to a science.
I was told that I was approved for school in November 2009. I contacted the fiscal department to get payment arrangements made with the university. The VA failed to respond or make any payment to the school. I changed my start date in hopes that they would pay and they didn't. I told the VA I did not want the money and was told that I HAD to take the money or be fined 1500. for breach of contract. I am fighting this! I didn't receive any monies! I have filed a complaint with my congressman and he is trying to help me. I found a powerpoint presentation on the internet from 2008 that had 25% of employees charged with breach of contract. If it is legal to fine someone for NOT taking money why aren't financial institutions doing the same thing? I have two other nurses in my clinic with NNEI issues and all are willing to be a part of a class action lawsuit. Keep me posted and I will do the same.
I entered into and agreement with the VA in 2009. I initially started out in a program for ACNP's then changed schools and went into a CNS program. My contract was amended. I saved them $17,000 and still had a service agreement of 2.8 years, go figure.I should have known from initiation that there would be problems ranging from taking months to reimburse me to changing the handbook without notification and after graduation, I am still at the bedside.The new contract said it must be signed by a certain date or would be deleted, neither of which occurred.I am writing my Congressman as well.The handbook was changed after I was already in the program to say that the service agreement could be served out in any 0610 position which is essentially at the bedside and I was not notified or given any options. I would not have taken a dime had I known they were'nt going to give me a job that would allow me to utilize the degree for which I received funding.I contacted NO and was told the reason it was changed is because people were failing to keep their service agreement committments.I informed her that it also still says that an NP and a CNS must serve out their service agreement in one of those positions. She agreed with me that it still does say that but added the director had to promise these jobs beforehand.I am contacting my Congressman as well because I don't believe they can hold me to an agreement that they didn't uphold.
How has this ended? Is there a class action law suit? I know of 4 others effected by NNEI and retention removal which we were not informed about.
If some is awarded the NNEI scholarship from the the VA facility that the work for and then transfersome to a different VA facility,can they still use the NNEI scholarship at the new VA facility?

Has anyone dealt with trying to go to intermittent employment status at the VA while finishing up your schooling under the NNEI? I am being told that it is not allowed even though it is not explicity prohibited in either the handbook or the agreement. This is becoming a headache.
When I finished up my schooling I went part-time and it was the best thing I could have done for myself, I am not sure about going to PRN status. I work full-time now trying to fulfill my contract. Good luck!
I signed NNEI contract in September 2001..called to active duty until April 2006 and no word until I retired in 2010..garnished my retirement till Nov 2014..I just received another garnishment again for the same contract..no one knows..no one with answer a telephone.just taking my money again...I never received a dime..they said I didn't fill the contract..I told them I was on active duty..they said sorry you owe $1500.00..we need a class suit and get our money back!!!
